Project Controls Services for Hunter Transmission Project

Description

EnergyCo is seeking to procure one qualified Service Provider with an experienced Project Controls team to oversee the planning, cost and risk of the HTP through the delivery phase.

Project goals

EnergyCo invites tenders from qualified service providers to deliver a specialist Project Controls team for the Hunter Transmission Project. The engagement will provide five key roles responsible for schedule, cost and risk oversight during the project’s delivery phase, ensuring strong governance, integrated project support and effective monitoring of the Network Operator.

The successful provider will demonstrate proven experience delivering Project Controls services on major linear infrastructure projects over $500 million, the capability to supply a cohesive and skilled team, and an understanding of the complex regulatory and delivery environment. This 41‑month engagement will be delivered under an Upper Limiting Fee model and requires exclusivity from tenderers to protect probity and ensure confidence in EnergyCo’s oversight role.

Scope

The Project Controls Services scope includes:

• Provision of a five‑role Project Controls team responsible for schedule, cost and risk oversight for the Hunter Transmission Project.
• Implementation and operation of project controls systems, tools and processes aligned with EnergyCo governance, frameworks and reporting requirements.
• Schedule management, including development, analysis, progress tracking and performance reporting.
• Cost and financial management, including forecasting, budget monitoring and variance analysis.
• Risk management, including identification, assessment, mitigation planning and ongoing reporting.
• Integration within the broader project team, working collaboratively with internal and external stakeholders.
• Provision of qualified personnel meeting mandatory experience requirements, ensuring resource continuity and structured knowledge handover.
