Project goals The successful tenderer will be selected through a two-phase procurement process. The first phase requires applicants to submit an EOI in response to the EOI documents. A shortlist of applicants will then be selected from this EOI process and invited to tender for the work. The EOI documents and further details related to the EOI process are available only via the project data room. To gain access to the project data room for the EOI stage, prospective applicants will need to complete, sign and return the corporate confidentiality deed (in accordance with the instructions in that deed) and the initial data room representatives form (Annexure 1 to that deed) to HBDAA_procurement@transport.nsw.gov.au. Following receipt of these duly executed documents, access to the EOI documents will be granted. The project data room is expected to be available for access from 23 February 2026. An EOI briefing will be held via MS Teams during the first week following the release of the EOI. Attendance is not mandatory to submit a conforming Application. TfNSW is considering the payment of bid cost contributions. Payment of any bid cost contribution is not guaranteed, and is subject to the relevant approvals, submissions providing innovative approaches to construction, providing better ‘value for money’ solutions to TfNSW, including NSW Treasury.

Scope Key features of the Homebush Bay Drive and Australia Avenue Intersection Upgrade (HBDAA) project include: upgrading the existing roundabout to a signalised intersectionwidening sections of Australia Avenue, Underwood Road and Homebush Bay Drive off ramp approaches to provide additional lanesproviding a U turn lane on the Homebush Bay Drive northbound off ramp for access to the southbound on ramp towards the M4 Motorway anddelivering upgraded pedestrian and cycling facilities, including converting footpaths to shared paths, adding new and upgraded signalised shared path crossings, installing pedestrian activated signals, relocating and improving the Underwood Road pedestrian crossing and bus stop, and constructing new refuge islands. The Australian and NSW Governments are jointly funding the proposed Homebush Bay Drive and Australia Avenue Intersection Upgrade.

Additional details/instructions All applicants must comply with the Transport Statement of Business Ethics through the procurement process and any subsequent contract period. All applicants must comply with the NSW Government Procurement Policy Framework, NSW Government Supplier Code of Conduct and New South Wales Industrial Relations Guidelines: Building and Construction Procurement. It is a requirement for this Project that the successful contractor be accredited under the Australian Government Work Health and Safety Accreditation Scheme (the Scheme) at the time of entering into the contract for ‘building work’ for the Project and must maintain accreditation under the Scheme while the ‘building work’ is being carried out. Information on the Scheme is available on the Australian Government website at www.fsc.gov.au.
