This EOI relates to the development, integration and supply of a Portable Onboard Device (POD) to enable safer and more efficient movement of unfitted trains through In Cab signalling areas of Sydney.

Project goals

  • Understand existing and potential technology options, and the capability of these options to meet TfNSW’s requirements;
  • Understand likely timeframes for design, integration and delivery of the POD and associated elements;
  • Shape the nature of the engagement between the supplier and TfNSW, including management of integration, systems assurance and safety assurance within the broader Digital System Program structure;
  • Obtain Order Of Magnitude (OOM) costs (non-binding); and
  • Shortlist suppliers for the Request For Proposal phase.

Scope

The high-level deliverables that would be applicable to any contract for delivery for the POD are listed below. Please note that these may be further refined based on feedback received through this EOI process.

Portable Onboard Device system – hardware, software and firmware

  • Portable Onboard Device wayside – 1 x centrally located equipment that’s required to communicate with the Portable Onboard Device located on train(s)
  • Portable Onboard Device – 1 x equipment for use onboard a train.

Systems Engineering and Systems Assurance

  • Full systems engineering documentation for the POD system (i.e. the combination of wayside and onboard)
  • Safety assurance of the POD system, demonstrating achievement of agreed SIL and RAMS targets.
  • Securing type approval of the POD system.

Training and operational readiness

  • User manuals, training manuals and other documentation to support use of the POD systems
  • Train the Trainer training
  • Support of operational readiness and entry into service processes
  • Long-term (10+ years) systems support to TfNSW, including further system development where appropriate.
  • A commitment to manufacture, supply and support the provision of POD onboard devices to operators of unfitted trains.

Condition of Participation

The Respondent must:

  • Be a Technically Assured Organisation (TAO) or commercially partnered with a nominated TAO under the following:
  • Mode: Rail (Heavy Rail)
  • Sub discipline: Signals and Control Systems Engineering

The Respondent must either:

Demonstrate that it is prequalified as an “advanced supplier” under the NSW Government ICT Services scheme SCM0020 relevant categories below;

  • A03 Solution architecture
  • D05 Other end user computing devices including delivery as a service
  • M02 Custom application development including delivery as a service
  • N01 Infrastructure and utilities software

OR

  • undertake to obtain such prequalification to be eligible for being shortlisted for the RFP stage of the procurement.
