Description

Background:

The Public Transport Authority (PTA) is seeking to establish a new engineering and technical services panel to support the delivery of infrastructure and operational projects across its Divisions. This panel will provide access to a broad range of qualified and experienced consultants across civil engineering, electrical engineering, facilities, infrastructure and other specialised technical disciplines.

With existing arrangements due to expire in June 2026, the PTA aims to implement a refreshed panel arrangement that expands the scope of services, aligns with the Western Australian Procurement Rules, and delivers improved value for money.

Scope of Services:

The scope of services is defined in the Service Catalogue provided in PTA250050 - Book 3, Schedule 9 - Consultant Brief - Technical and Engineering Consultancy Services Panel.

Consultants may be engaged to provide services under one or more of the defined Service Categories, which include a broad range of engineering and technical disciplines such as Civil Engineering, Electrical Engineering, Communications, Signals, Rolling Stock, and Research Services.

Typical services may include, but are not limited to:

  • Engineering Design – including concept, reference, and detailed design
  • Delivery and Construction Support – including site investigations, constructability reviews, and technical assessments
  • Entry Into Service / Final Asset Acceptance – including commissioning support, documentation, inspections, and issue resolution
  • Specialist Advisory Services – including safety assurance, human factors integration, asset management, and commercial advisory

All services must comply with relevant Australian and/or international standards and be delivered in accordance with PTA procedures and project governance frameworks.

          The scope of services may be reviewed annually by the Panel Manager to ensure continued alignment with PTA’s operational needs and strategic priorities.
