DCJ is seeking to procure one (1) Aboriginal Community Controlled Organisation (ACCO) to deliver the Staying Home Leaving Violence program across Broken Hill and Central Darling LGAs.

Project goals

DCJ is seeking to procure one (1) service provider to deliver the Staying Home Leaving Violence (SHLV) program across Broken Hill and Central Darling LGAs. Service providers must be a recognised NSW Aboriginal Community Controlled Organisation (ACCO).

DCJ is committed to engaging with ACCOs in areas where there is a high need and Aboriginal population. This is an open tender for ACCOs that have a local footprint in Broken Hill and Central Darling LGAs and experience delivering domestic and family violence (DFV) case management services.

SHLV is a specialised DFV program that aims to prevent women and children experiencing homelessness by supporting them to remain safely in their home, or a home of their choosing while the person using violence or control is removed.

The core service provided through the SHLV program is intensive and integrated case management. Case managers work with the victim-survivor to assess needs and risk, complete safety plans and deliver support to increase client’s safety and achieve case plan goals.

As an integrated model the program extends into the criminal justice system, working with NSW Police and the Women’s Domestic Violence Court Advocacy Services (WDVCAS) and local community services as key partners.

The successful service provider will be contracted to deliver the services for 5 years from 1 July 2026 – 30 June 2031.

Scope

Staying Home Leaving Violence (SHLV) is an in intensive case management program that aims to support women and children leaving domestic and family violence (DFV) to remain safely in their home or a home of their choice. It is based on early intervention and prevention principles and provides flexible, needs based specialist support.

Case management activities focus on the prevention of homelessness over the long term. Enabling housing stability for women and children escaping violence helps to minimise risk to children supported by the program. These risks include a change of school and social support networks including extra-curricular activities.

Referral pathways are established through collaborative networks developed in partnership with the NSW Police Force, Women’s Domestic Violence Court Advocacy Services (WDVCAS) and other community service providers.

SHLV also has a strong focus on sector education and awareness of the options available to women escaping violence, including the option of women staying safely at home and having the person using violence removed.
