Sydney Water intends to issue a Restricted Tender for Biosolids Contracts to the market. This EOI and subsequent tender considers two separable portions.
Identify suitable proponents for subsequent selective tender process for biosolids management services.
Sydney Water has around 21 water resource recovery (WRR) facilities that produce organic solids (sludge) during wastewater treatment. This sludge is collected and processed before being converted into a safe, stable, nutrient-rich fertiliser product called biosolids. The biosolids we produce and capture in the treatment process are currently beneficially re-used in agriculture, composting and land rehabilitation. The NSW EPA draft Resource Recovery Order and Exemption 2025 (RROE 2025) may significantly restrict the beneficial use of biosolids for land application and composting from certain WRR facilities. Specific requirements of respondents for Portion A of this EOI include:
· Ability to collect biosolids using various collection methodologies including front end loader collection, trailer hire (semi-trailers) and loading direct from hoppers,
· Ability to secure backloading of appropriate loads (Note: This must not include the backloading of foodstuffs for animal or human consumption).
· Ability to ensure truck/trailer combinations have compliant axle weights before leaving Sydney Water Sites. Provide details (e.g. onboard weigh scales linked to mobile phone app)
· Provision of appropriate contingency storage of biosolids such as (but not limited to) during wet weather events,
· Capability to provide appropriate truck and dog and/or semi-trailer combinations to transport biosolids to approved beneficial use sites within NSW (HVNL certification is mandatory),
