Sydney Water intends to issue a Restricted Tender for Biosolids Contracts to the market. This EOI and subsequent tender considers two separable portions.

Project goals

Identify suitable proponents for subsequent selective tender process for biosolids management services.

Scope

Sydney Water has around 21 water resource recovery (WRR) facilities that produce organic solids (sludge) during wastewater treatment. This sludge is collected and processed before being converted into a safe, stable, nutrient-rich fertiliser product called biosolids. The biosolids we produce and capture in the treatment process are currently beneficially re-used in agriculture, composting and land rehabilitation. The NSW EPA draft Resource Recovery Order and Exemption 2025 (RROE 2025) may significantly restrict the beneficial use of biosolids for land application and composting from certain WRR facilities. Mandatory Requirements for Portion A of this EOI

  • Safety accreditation equivalent to ISO 45001
  • National Heavy Vehicle Accreditation Scheme (NHVAS) including modules for Mass, Maintenance and Fatigue Management.
  • Environment accreditation equivalent to ISO 14001
  • Demonstrated knowledge of NSW EPA Biosolids Guidelines, EPA National Environment Management Plan for PFAS (NEMP) Version 3, and NSW EPA Draft Resource Recovery Order and Exemption (RROE) for biosolids.

Specific requirements of respondents for Portion A of this EOI include:

· Ability to collect biosolids using various collection methodologies including front end loader collection, trailer hire (semi-trailers) and loading direct from hoppers,

· Ability to secure backloading of appropriate loads (Note: This must not include the backloading of foodstuffs for animal or human consumption).

· Ability to ensure truck/trailer combinations have compliant axle weights before leaving Sydney Water Sites. Provide details (e.g. onboard weigh scales linked to mobile phone app)

· Provision of appropriate contingency storage of biosolids such as (but not limited to) during wet weather events,

· Capability to provide appropriate truck and dog and/or semi-trailer combinations to transport biosolids to approved beneficial use sites within NSW (HVNL certification is mandatory),

  • Ability to work collaboratively with other biosolids contractors to ensure compliance with BARs and regulation,
  • Capability to manage the beneficial use of biosolids in accordance with the Draft Resource Recovery Order and Exemption (RROE) for biosolids.
  • Details of other beneficial use markets (other than food pathway land application).
  • Details of any proposed markets other than land application that require a separate RROE from NSW EPA. Sydney Water is willing to support the respondent with any application for an agreed market. Any information provided in this element of the scope would be treated by Sydney Water as strictly confidential.

  • Safety accreditation equivalent to ISO 45001
  • Environment accreditation equivalent to ISO 14001
  • Evidence of skills and qualifications to prepare a BAR in accordance with NSW EPA Biosolids Guidelines, EPA NEMP Version 3, and NSW Draft RROE for biosolids.

4.

Specific requirements of respondents for Portion B of this EOI include:

  • Capability to provide appropriate labour, equipment and materials to perform the work,
  • Ability to work collaboratively with other biosolids contractors to ensure compliance with BARs and regulation,
  • Provision of appropriately skilled and qualified personnel to perform the work,
  • Capability to provide Expert report production services (in-house or sub-contracted) where required, and
  • Ability to have soil samples tested and analysed by an appropriate NATA accredited laboratory and/or ability to courier samples to Sydney Water Laboratory including appropriate chain of custody procedures.
