The objective of this procurement is to engage a suitably qualified Registered Training Organisation (RTO) to support Sydney Trains in meeting its obligations under Enterprise Agreement 2025.
The project aims to
Develop a customised Recognition of Prior Learning (RPL) toolkit that maps existing Sydney Trains Driver training, assessment and competency frameworks to the nationally recognised Certificate IV in Train Driving qualification.
Deliver an efficient RPL-based assessment pathway, including gap training where required, to enable eligible Drivers to attain the Certificate IV within the Enterprise Agreement funding period.
Ensure compliance with national Vocational Education and Training (VET) standards and NSW Government procurement requirements.
Provide a consistent, high-quality and scalable qualification framework for over three years.
Enhance workforce capability, professional recognition and competency assurance in a safety-critical operating environment.
The project will ensure timely utilisation of allocated Enterprise Agreement funding while mitigating industrial, legal and reputational risks associated with non-delivery.
Sydney Trains seeks to engage a suitably qualified Registered Training Organisation
(RTO) to develop and deliver a Recognition of Prior Learning ^RPL) pathway leading to the award of the Certificate IV in Train Driving.
The successful supplier will be required to:
Develop a customised RPL toolkit mapping existing Sydney Trains Driver training and competency evidence to the qualification requirements.
Assess eligible Drivers using an RPL methodology, including review of workplace evidence and any required assessments.
Deliver gap training where required to address identified competency gaps.
Issue nationally recognised certification to Drivers who successfully meet qualification requirements.
Provide scalable delivery capability to support approximately 1,600 Drivers over a three-year period.
Ensure compliance with national VET standards and regulatory requirements.
Services must be delivered within the Enterprise Agreement funding timeframe and align to Sydney Trainsz safety-critical operating environment.

This procurement is being undertaken in accordance with NSW Government procurement requirements.
Respondents must be a currently registered and compliant Registered Training Organisation (RTO) authorised to deliver the Certificate IV in Train Driving (or equivalent current qualification). Evidence of registration and relevant scope must be provided.
Suppliers must demonstrate experience delivering training and assessment in rail or other safety-critical environments and the ability to deliver services at scale within compressed timeframes, particularly during the first year of the contract.
Local, SME and Aboriginal participation is encouraged in line with NSW Government policy.
