LLS seeks a 3‑year contract for secure storage, transport and disposal of locust‑control chemicals in NSW, requiring compliant central‑west facilities, strong logistics, safety and rapid response

Project goals

Establish a reliable, compliant, and long‑term (up to three years) chemical storage, transport, and disposal service to support LLS locust control operations across NSW.

Ensure secure, fit‑for‑purpose storage of a wide range of insecticides—including Dangerous Goods and temperature‑sensitive biological products—to maintain product integrity and regulatory compliance.

Provide a responsive and efficient transport network capable of delivering pesticides across NSW within 72 hours, supporting both routine operations and rapid deployment during locust events.

Maintain transparent, accurate, and auditable inventory management processes, including timely invoicing and detailed stock reporting.

Guarantee safe, lawful, and environmentally responsible disposal of chemical stock in accordance with NSW EPA and waste legislation.

Strengthen LLS operational readiness by ensuring all chemical receipt, storage, and dispatch processes meet WHS, APVMA, and Dangerous Goods requirements.

Scope

Storage Facilities

  • Provide a primary long‑term chemical storage facility in Central West NSW (e.g., Dubbo).
  • Offer short‑term (2–3 month) storage in northern (Moree) and southern (Wagga Wagga) NSW.
  • Minimum capacity: 200 pallets.
  • Store multiple insecticide types per label/SDS requirements, including Fipronil ULC, Malathion and petroleum‑based oils. Possibly refrigeration facilities for Green Guard storage (upon request).

Transport Services

  • Supply trained and licensed Dangerous Goods transport operators.
  • Deliver small‑ and large‑scale loads across NSW within 72 hours.
  • Receive large or multiple pallet loads and process, store, and prepare dispatch within 24 hours.

Chemical Receipt & Inventory Management

  • Verify product type, quantity, container, batch numbers, and condition.
  • Maintain accurate stock‑on‑hand records with all inventory changes clearly tracked.
  • Notify LLS immediately of non‑compliant stock, with capacity to reject/return goods.

Disposal Services

  • Coordinate chemical disposal in line with NSW EPA and waste legislation and upon LLS request.

Financial & Reporting Requirements

  • Provide weekly or monthly invoicing under Purchase Order.
  • Include detailed inventory reports, upon request.
