Blacktown City Council is seeking proposals from a person, firm or entity for providing design and replacement of the existing lift at Colo Lane Car Park, Blacktown.

Project goals

The new lift shall be designed and constructed to:

Safety & Compliance - ensure lift service is safe, reliable & consitent that meets current Australian Standards, statutory requirements and compliances

Operational Reliability - deliver a new passenger lift that provides significantly improved operational reliability through modern design, appropriate system redundancy, and performance aligned with contemporary public‑facility lift standards

Maintenance & Technical Support - install a lift system that is maintainable, non‑proprietary components that enable efficient inspection, maintenance, fault diagnosis, and repair, fully supported by manufacturer-recommended maintenance regimes and readily available spare parts within Australia

Sustainability for Public Use - ensure that the lift is suitable for continuous public use in a busy car park environment

Service Life - delivers a service life consistent with modern public‑facility installations, supported by strong warranties and scheduled maintenance aligned with manufacturer design-life expectations.

Whole-of-life performance - achieve strong whole‑of‑life performance by selecting components, features, and design attributes that minimise maintenance costs and support long‑term asset sustainability

Scope

The successful respondent will be responsible in design, supply, install, test and commission a new passenger lift at Colo Lane Car Park that replcaes the exiting 40-year-old installation. The scope of works generally cover 4 parts as below:

  • Part 1 – Servicing of existing lift
  • Part 2 – Design and procurement lead time
  • Part 3 – Lift replacement works (including testing & commissioning) & defects liability period
  • Part 4 – Optional comprehensive maintenance contract

The detailed scope of work is provided in section 2 of the RFT document and project specifications is provided in Appendix H.

Site visit:

A site visit will be conducted on Wednesday 25 February 2026 at 10:00AM at Colo Lane Car Park, Blacktown. It is optional to attend but attendance is strongly recommended to ensure your understanding the site conditions and project requirements.
