The Department is seeking to establish a panel of qualified AVL suppliers to provide hardware & installation services for the upgrading of Audio-Visual Link (AVL) systems to meet the Department's need

Project goals

Audio Visual Link (AVL) technology is an integral component across the Department of Communities and Justices (DCJ) to improve service delivery, keep the community safe and protect the health and wellbeing of frontline staff. AVL technology is used in court rooms, tribunals, meeting rooms and correctional facilities.

DCJ is set up a panel of up to 10 pre-approved Suppliers capable of the supply and installation of Audio Visual and Video Conferencing equipment and systems across a wide ranges of metropolitan and regional New South Wales sites including:

· Court rooms, consisting of a mix of various rooms sizes and complexities;

· Tribunal and hearing rooms;

· Youth Justice New South Wales (YJNSW) suites;

· Corrective Services New South Wales (CSNSW) suites; and

· Corporate meeting rooms.

DCJ is anticipating the demand for AVL works across multiple sites for this panel to be *:

· around 210 Court rooms, consisting of a mix of various rooms sizes and complexities;

· around 28 Tribunal and hearing rooms;

· around 51 Youth Justice New South Wales (YJNSW) suites;

· around 145 Corrective Services New South Wales (CSNSW) suites; and

· around 37 Corporate meeting rooms.

Scope

The Department would require supply and installation of Audio Visual and Video Conferencing equipment and systems for the following scope:

  • Hardware supply – Supplying in-scope Audio-Visual related hardware and supporting components including internal racks and supporting network hardware
  • Professional Services (Installation and configuration) – Providing in-scope onsite and offsite installation and configuration services of in-scope hardware and supporting components (including network functionalities, rack configurations and structured cabling) to DCJ’s standards. This will be specified by DCJ in writing or detailed within a Work Package.
  • Professional Services (Pre handover) – Assisting in further supporting activities pre Customer handover, including any testing to support the Department’s quality assurance assessment(s), assistance in any final configurations and User Acceptance Testing (UAT). This will either be specified by DCJ in writing or detailed within a Work Package.
  • Professional Services (handover) – Completing all required handover documents, providing all required handover information, hardware disposal, organising return of all unused or spares to the Customer. This will either be specified by DCJ or detailed within a Work Package.
  • Professional Services (Make good) – providing all “Make good” services including damage repair incurred during installation and waste clean up to a standard that enables DCJ to operate at a “business as usual” state.

As a mandatory requirement, only suppliers on the ICT Services Scheme SCM0020 qualified as an Advanced supplier will be eligible for panel membership. Tendering suppliers will need to ensure they are on the ICT Scheme as an Advanced supplier when responding to the upcoming RFX tender.

All interested suppliers will be required to register and communicate via Procurement Central.

2 briefing sessions will be organised for virtual attendance through MS Teams.

Attendance at the briefing sessions is optional.
