The NSW National Parks and Wildlife Service (NPWS) has an ongoing program of maintenance and upgrading of fire trails. The central purpose of the program is to ensure the fire trails and associated infrastructure complies with the Rural Fires Act 1997 (NSW), as well as satisfy safety, operational, economic and environmental risks associated with the ongoing management of fire trail assets.

Jilliby State Conservation Area (Jilliby SCA) is located 60 kilometres north of Sydney, 31 kilometres west of Newcastle and covers 12,159 hectares.

The Soil Conservation Service has been engaged by NPWS to deliver the upgrade works to ensure they comply with the Rural Fire Service Trail standards. To meet the requirements of the fire trail standards, specific fire trail capping material is needed to provide a stable and trafficable surface.

Scope

The purpose of this procurement is to source and deliver approximately 6,000 tonnes of fire trail capping material for use in fire trail maintenance activities to a number of sites in the Jilliby State Conservation Area (Jilliby SCA) is located 60 kilometres north of Sydney, 31 kilometres west of Newcastle and covers 12,159 hectares.

The supplied fire trail capping material must meet the following specifications:

• Minimum CBR value of 20.
• Maximum particle size of 75 mm and must be well graded in accordance with industry standards
• Plasticity Index (PI) must fall within the range of 6 to 12
• Material must be quarry-sourced natural material with no recycled or reprocessed material permitted, including (but not limited to):
• Crushed concrete
• Recycled asphalt pavement (RAP)
• Any blended or manufactured recycled products
