Fire and Rescue NSW seeks a panel of one or more suppliers to supply and deliver Loose Particle Absorbents for containing hydrocarbon spills in the communities of NSW.

Project goals

The objectives of RFT FRNSW000263 are to secure a panel of of one or more dependable suppliers capable of supplying and delivering Loose Particle Absorbents within agreed timeframes and in accordance with the Statement of Requirements, enhancing FRNSW’s ability to better protect the growing population of the state of NSW over the next nine years.

The successful Supplier/s will have demonstrated their capacity and capability to:-

  • provide a solution for the supply of the Deliverables that:a.guarantees security of supply over the full nine-year term of the Deed
  • meets FRNSW requirements for delivery and Agreed Dates or lead times
  • meets the requirements of the Specifications
  • meets the requirements of the Statement of Requirements
  • effectively manages and mitigates risks including safety and supply chain risk
  • meets all contract management and progress reporting requirements
  • meets organisational capacity and requirements;h.meets all Key Performance Indicator service levels for performance monitoring
  • complies with all applicable laws, standards, codes and policies
  • establishes a sustainable partnership between FRNSW and the successful Supplier or Suppliers selected to form a Panel of Suppliers.

Scope

Loose Particle Absorbents to be used by Fire and Rescue NSW (FRNSW) personnel for hydrocarbon spills form part of the inventory carried on firefighting appliances.

The function of Loose Particle Absorbents is to absorb and contain hydrocarbons from a spill so they can be removed for disposal or treatment,

Hydrocarbon absorbent agents must:

(a) Be suitable for use with all grades of water (including fresh, turbid, brackish and salt)

(b) Be hydrophobic in nature

(c) Allow water to pass through

(d) Prevent non-absorbed hydrocarbons from passing through

(e) Once absorbent capacity has been reached, remain floating in fresh water with at least 5% of the total volume above the surface.

The absorbent must immobilise petroleum hydrocarbons as described by NSW Environment Protection Agency Approval No. 1999/06 General Approval of the Immobilisation of Contaminants in Waste (Used oil absorbent materials) issued in accordance with Clauses 98 and 99 of the Protection of the Environment Operations (Waste) Regulation 2014.

Respondents are advised that Fire and Rescue NSW has a Christmas shutdown period from Thursday, 25 December 2025 until Friday, 9 January 2026. Questions from potential respondents cannot be answered during the Christmas shutdown period.

The final date for questions from potential respondents is Friday, 23 January 2026 at 5:00pm AEDT, being five days prior to the Closing Date. Questions asked after Friday, 23 January 2026 may not be able to be answered prior to the Tender Closing Date.

Potential Respondents to RFT FRNSW000263 Loose Particle Absorbents are advised of the following Mandatory criteria which must be met to be considered for evaluation:-

  • Proposed products must be hydrophobic and meet the Specifications wholly
  • Supplier must maintain emergency stock of up to 300 Bags in the state of NSW
  • Supplier must provide “four hour any day” access to emergency stock of up to 300 bags
  • Delivery of full quantities ordered to any FRNSW site within Five Business Days*
  • Tender Samples must be delivered to FRNSW by the Tender Closing Date

*Delivery lead time amended - lead time/s may be reduced through negotiation at contract award.

Respondents should consider all references in the published documents to delivery lead times of Two Business Days to now be a maximum of Five Business Days.
