DPS26000040: Secure Radio System Upgrade

The Department of Parliamentary Services (DPS) is seeking to engage a vendor to provide, install, configure, integrate, test, and support an upgrade or replacement of its end-of-life Tait Communications two-way radio base stations/repeaters (base stations) and its end-of-life Frequentis security communication system (security communications system). The selected solution(s) must meet the specified business objectives: a) Facilitate the management of two-way communication between each of DPS' Parliamentary Security Operations Rooms (PSORs), the Emergency Control Centre (ECC), and individual or conferenced calls to/from telephones, intercoms, and multi-channelled two-way radios; b) Ensure that all communications between PSORs and the ECC are documented to a standard suitable for use as evidence in an Australian court of law. This documentation must include an audio recording of the conversation, along with associated metadata such as calling line identification data. The records must be readily accessible by using one or more metadata fields as search parameters; and c) Deliver ongoing vendor support including software upgrades, software patching, hardware upgrades and repairs, and spare parts.

DPS will exclude a Tender from further consideration if at any time before a contract is executed, DPS considers that the Tenderer does not meet any one or more of the conditions for participation under section 9.4 of the RFT.
