DFAT-1075: Laos Australia Agriculture Resilience Initiative (LAARI)

Laos faces challenges across multiple facets of the agri-food system. Strengthening climate and disaster resilience and linkages between key elements of that system will be critical to improving outcomes for smallholder farming families. LAARI is designed to achieve outcomes in select parts of the system through innovation and partnerships. In particular, it seeks to address systemic constraints relating to smallholder marginalisation, inadequate dietary diversity and weak policy implementation. Three end of program outcomes (EOPOs) are specified for LAARI, each addressing climate and disaster resilience in a critical segment of the agri-food system. EOPO1 focuses on income generation through market-oriented (though small-scale) production, EOPO2 on dietary diversity through households’ own production and local markets, and EOPO3 on those providing the rules and supporting functions in the market system.

Proposed initial term of five years, with an option to extend for up to two years.
