Building on the gains and lessons of Australia’s separate bilateral investments to date in education and vocational skills in Vanuatu - the Vanuatu Skills Partnership (VSP) and the Vanuatu Australia Education Support Program (VAESP) - an integrated design framework is now proposed for a ‘whole-of-sector’ support program. This will allow for a discrete sub-sector focus on the three core pillars of 1) foundational skills (basic education); 2) vocational skills development; and 3) Australia Awards, as well as maximising efficiency and coordination in working with the Ministry of Education and Training, as the key Government of Vanuatu (GoV) partner. To align Australia’s support with local policy settings, the goal of the new integrated investment will be that of Vanuatu’s NSDP for the sector - “an inclusive, equitable and quality education system with life-long learning for all”. To reinforce this shift to a ‘whole-of-sector’ approach, a fourth pillar and fifth pillar will focus on system strengthening (public financial management (PFM), data collection and supporting the decentralisation) and ways of working for an effective and sustainable development cooperation investment.
