Description

The Department of Climate Change, Energy, the Environment and Water (department) is seeking information through this RFI in relation to a proposal to procure one or more Service Providers to act as the Fire Protection Industry Board and administer the Scheme. The Scheme regulates the handling and trade of ozone depleting substances and synthetic greenhouse gases under the Ozone Protection and Synthetic Greenhouse Gas Management Regulations 1995 (Cth) (Regulations). It requires individuals to hold an Extinguishing Agent Handling Licence (EAHL) for installing, servicing, or decommissioning equipment containing extinguishing agents; and businesses to hold an Extinguishing Agent Trading Authorisation (EATA) for acquiring, storing, or selling these substances. Halon Special Permits (HSP) are required for possessing halon used in fire protection equipment. The services that the department intends to procure are represented by the following activity streams (Functions):

  1. Core Functions, being the powers and functions that are delegated to the Board by the Minister under sub-regulations 307A(2) and 311(2) of the Regulations (i.e. permitting and field engagement and assurance activities).
  2. Supplementary Functions, such as best practice training for permit holders; website, app and database hosting and maintenance; and sector communication. 3. Strategic Projects, to support the department’s compliance operations, research and engagement needs, as requested and negotiated from time to time.
  3. General Administration Functions consisting of transition planning; performance meetings and reporting; management of Commonwealth funds; and annual strategic meetings.

Conditions

As this is an RFI, there are no conditions of participation. In a potential future procurement informed by this RFI, tenderers must be a Corporation under the Corporation Act 2001.
