DCCEEW proposes to engage a Supplier with technical packaging expertise to consult with stakeholders, update the Framework in line with stakeholder feedback, and make a recommendation to finalise technical detail to ensure the Framework is accurate, robust, and fit-for-purpose as part of a potential future regulatory scheme for packaging. The Supplier will be required to: Demonstrate a high level of understanding of the draft Framework and its objectives, grading methodology, and Australian context, including the Australasian Recycling Label program and Sustainable Packaging Guidelines, recycling and reprocessing operations and capabilities, and domestic supply chains and end markets. Conduct technical stakeholder consultation on the Framework, to support recommendations for revisions and additions required, and to ensure strong and broad stakeholder support on the technical grading of all packaging material types. Review and update the draft Framework based on stakeholder interviews and feedback, and evidence, and the Supplier’s technical knowledge of packaging design and domestic recycling and reprocessing capabilities, and domestic end markets. Ensure that any recommended changes consider criteria identified by DCCEEW, including that design requirements: are evidence-based are feasible to implement can flexibly accommodate an evolving recycling sector and innovations in packaging design align with global standards, while considering the Australian context consider the complete packaging value chain. Deliver a recommendation for a finalised Framework, accompanying report and presentations detailing the project process, outcomes, and any recommendations associated with the finalised Framework.
