Description

This is an invitation to water market intermediaries (Potential Suppliers) to provide services to identify and present water entitlement purchase opportunities to the Customer from willing sellers. Recovered water will go towards bridging the gap to Sustainable Diversion Limits under the Murray-Darling Basin Plan. The Customer's requirements include promoting and marketing the Commonwealth’s Bridging the Gap water recovery program, working with sellers to complete the appropriate application forms, and facilitating communication between the Customer and sellers regarding the acceptance of offers. Water market intermediaries will not hold any Commonwealth funds or water entitlements. In early 2026, Potential Suppliers that are successful in this ATM process and who have entered into a Contract with the Customer as a result of this ATM, will be issued with instructions relating to a tender to purchase permanent water entitlements in the NSW Namoi and NSW Border Rivers catchments.

Conditions

The Customer will exclude from participation any Potential Supplier that does not demonstrate compliance with the following: • Must be registered for GST • Must have an ABN or ACN • Must hold professional indemnity insurance • Is an ‘eligible water markets intermediary’ as defined under the Water Act 2007 (Cth) and complies with the water markets intermediaries code and trust accounting framework as located in Part 5 of the Water Regulations 2008 (Water Markets Intermediaries Code).

Instructions

The Customer is holding an Industry Briefing to provide an overview of the tender and procurement process, how to participate, and give the opportunity to ask questions. The briefing will be held via MS Teams on Thursday 20 November 2025 at 10:00am (ACT local time).
