ATM_2025_5389: Training services by RTOs for Nationwide House Energy Rating Scheme (NatHERS) for existing homes assessors

This procurement will contract RTOs to deliver training for the minimum training requirements for accreditation as a NatHERS for existing homes assessor in an ongoing arrangement until a training package product (such as a qualification or skill set) specific for NatHERS for existing homes assessments is endorsed by Australian Skills Ministers. The purpose of this procurement is to enable the Customer to meet commitments for training delivery outlined in the model for delivering NatHERS for existing homes agreed by the Energy and Climate Change Ministerial Council in March 2025. This procurement will help the Customer ensure the sustainable scale up of training delivery for the staged roll out of NatHERS to existing homes during the period when there are not clear market signals to training providers or prospective assessors about the demand for existing homes assessments. It has been designed to achieve this by delivering the following outcomes: · At the conclusion of the procurement, an appropriate number of RTOs are ready to deliver training in conducting NatHERS for existing homes assessments on an ongoing basis through the Vocational Education and Training sector. · A clear enrolment pathway is established for potential assessors to undertake training in conducting NatHERS for existing homes assessments. · A high proportion of enrolled trainees see the training through to successful completion. All trainees who successfully complete training become accredited as NatHERS for existing homes assessors, including people from targeted, diverse backgrounds.

Tenderers must be a Registered Training Organisation approved to deliver nationally recognised training by the Australian Skills Quality Authority and must be listed on the National Training Register.
