ATM_2025_2105: Northern Endeavour Decommissioning Phase 2 P&A Well Services

This procurement is for services to complete Phase 2 of the Northern Endeavour Decommissioning Program, which involves the permanent plugging and abandoning of all wells in the Laminaria and Corallina (LamCor) Field including any associated field facility safety case services. Services will be delivered across two Stages as follows:

• Stage 1 - Planning and Design: Provision of project management and engineering services, development of Contract Deliverables to achieve regulatory approval and acceptance, and ancillary services required to design and plan the plugging and abandonment of nine LamCor wells.
• Stage 2 - Execution and Completion: Execution of the plugging and abandonment activities, including the recovery, storage, and transport of associated infrastructure and materials for disposal. This stage also includes provision of field monitoring services until a new Commonwealth-appointed contractor assumes responsibility for all subsea infrastructure and related materials. Stage 2 is contingent upon the sucessful completion of Stage 1 Work and receipt of necessary Commonwealth approvals.

The Commonwealth will exclude a Tender from further consideration if any of the following conditions apply: (a) The Tenderer, or any member of its Consortium (if applicable), has unresolved decisions against it relating to employee entitlements, where any resulting order remains unsatisfied (excluding decisions under appeal); (b) The Tenderer, its Personnel, any Consortium member (if applicable), any proposed Subcontractor, or Subcontractor Personnel are listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth) or named in the Consolidated List; (c) The Tenderer is not a single legal entity with the capacity to contract, either independantly or as the lead of a Consortium; (d) The Tenderer does not hold all Valid and Satisfactory Statements of Tax Record required for its entity type under item C-2(d) of Attachment C to the RFT by the RFT Closing Time; (e) The Tenderer does not hold (if known at the time of tendering) all Valid and Statements of Tax Record required for any proposed first-tier subcontractor, where the subcontractor is intended to deliver Work under a contract with an estimated value of AUD $4 million or more (GST inclusive); (f) The Tender is a joint submission that is not from an established Consortium and does not comply with clause 2.3.3(b) of the Conditions of Tender; or (g) The Tender proposes delivery of only part of the Work (i.e., a Part Tender).

The Phase 2 RFT document provides essential guidance for preparing a compliant and completed tender response. It includes guidance on:

1. The scope and location of services to be delivered across two stages, as outlined in the Statement of Work (Attachment G);
2. Legislative and policy requirements, which may vary depending on the location of service delivery;
3. Mandatory requirements, including minimum content and format standards, conditions for participation, and essential criteria that must be met;
4. Required documents, attachments, and supporting evidence to be submitted with the tender;
5. Industry briefing scheduled within the first two weeks of the tender response period; and
6. The requirement to complete a Non-Disclosure Deed to access Commonwealth confidential information relevant to the RFT. All prospective tenderers are strongly encouraged to read the Condition of Tender in full.
